Tuition and Program Fee


As institutions around the world determine program costs at different times, it is difficult for Education Abroad to provide actual cost information until shortly before the beginning of a program. You are encouraged to consult this document on a regular basis as it is frequently updated with the most current cost information and billing information available.

Students are assessed the standard University Park Penn State Tuition and Technology Fee, and an Education Abroad Administrative Fee.

Strategic Partner Mobility Initiative

Effective Spring 2024, Fall 2024, Academic Year 2024-25, and Spring 2025 terms: 

  • All students committed to participating in the University of Freiburg exchange program will receive a $3,000 scholarship from Penn State Global pursuant to Penn State financial guidelines and eligibility to receive institutional scholarships. There is no application required.
  • Note: For students committed to participating in this exchange program for the full academic year 2024-25 term (i.e., fall 2024 and spring 2025 terms), a $3,000 scholarship would be awarded for each term (a total of $6,000) pursuant to Penn State financial guidelines and eligibility to receive institutional scholarships.

Housing Note


The housing estimate above does not reflect the actual cost of housing. Exact housing cost will be contingent upon housing procured through the University of Freiburg and should be confirmed with the host university.

Student Visa Cost


The actual cost of the visa will vary depending on the type of visa required and the student's country of citizenship. The Consulate General of the host country reserves the right to change their visa fees without prior notice. For exact pricing, students should contact directly the nearest Consulate for the host country.


Health Insurance


In addition to the international health insurance policy that is required by Penn State for all study abroad students, students studying abroad in Germany may also required to obtain additional health insurance through your host university in Germany. More information about purchasing health insurance will be provided after you have been accepted by your host university in Germany and will be paid directly to the university in Germany.


Program Withdraw/Refund Policy


Regardless of the reason and effective date of withdrawal, it is the responsibility of students to immediately notify Education Abroad in writing and to understand the implications of their withdrawal actions. 

  • The Education Abroad Administrative fee will be assessed to students' bursar bill regardless of the reason and effective date of withdrawal. 
  • In certain cases, partial program expenses may be refundable but only to extent that Education Abroad can recover expenses incurred on behalf of the student.
  • Any adjustment of tuition charges will be made according to the Tuition Adjustment Schedule as determined by the Office of the Bursar
  • Students should also consult the withdrawal and refund policies of the abroad institution.
